As per Rule - No WL passenger is eligible to board a train.
As per Rule - No penalty on a boarded WL passenger till it is is counter or I ticket and this does not fall in Distance Restriction.
As per Practice - WL passengers are allowed if no other passenger complains but in such case or otherwise, he / she is liable to be detrained.
