Should IR restart the manufacturing of wap4

We keep on thinking about WAP-5 and WAP-7 which consume much more electricity than WAP-4.
.
although WAP-5/7 has regenerative braking, I guess if it can be introduced in WAP-4 along with HOG, then surely WAP-4 can be used for train which dont require more than 130 kmph.
