Janshatabdi left Durgapur at 1700 hrs and in a mood to cover the 60 mins delay it speeded rapidly to MPS. And as usual it was crossing OYR in MPS. Just then there was a rapid sound of something breaking and emergency brakes were applied and the train stopped with a jerk. 115kmph-0kmph in 15 seconds

Alternator pulley got jammed
as it is ICF self generated rake, the electricity required for consumption on board coach is done by having a v-belt go over the axle of the coaches, which then helps drive the generator to generate electricity. The alternator pulley, which is the other side on which V-belt is wound, got jammed and the axle tried to pull the belt over stationary pulley, leading to heating and eventually emission of smoke.

But why less speeds i.e., 60-70 kmph and checking of wheels at each stn
The complete report goes something like this:
(PNBE-HWH), Detained at MKA(Mokama) station for smoke emission from Coach no. 02153/CZAC/ECR due to PP side Alternator pully jammed. ACCI cut all V belts and load transfer to NPP side and worked normal. Time- 06.57-07.29(32-2=30" extra). Primary-RNCC/ECR.
It seems that the ACCI (AC coach in charge) didn't have the requisite tools to cut the V-belt with him, as things like these aren't very common. so they had to wait until a major station came up where they would find the necessary tools for the operations....
