Passengers/DEMUs. And also no UR at all in the Express train.
.
Common man has no option but to travel in the fancy trains or reserve in the Express. No cheap option of UR travel.
The SLRs of the Exp hopefully are unlocked for physically challenged people.

Yes I am aware of ILP, but what about those people, who can't afford to reserve or pay for SL/AC class. Say, if they are going from Guwahati by train. They need UR class. The checks can be carried out on PF after all alight.
