if this is the point than doubling and electrification should be done simultaneously...
Ex. NWR Ajmer division..Entire Ahmedabad Delhi is under electrification and doubling process..
Where as Bhigwan gulbarga is the slowest executed project of IR... In OCT. 17 CR posted That madha kurduvadi and solapur Boroti ia ready and CRS is pending, now its six months ahead still not commissioned. so u can estimate that..

which year doubling would complete and and in which year electrification Start and end.. where as Electrification work is on full swing in NWR. wrt doubling.. Hence IR is also giving their main focus to electrification..
Another eg. is LUCKNOW Varanasi via Sultanpur. in this electrification got completed first and doubling is still going on or complete IMO... COZ doubling acquires more time than. electrification. ..and if they will wait for complete route to get double and then start electrification, till that Costing would increase for both tracks..where as in first tarck electrification cost increases only for the 2nd Track..
