firstly, you are cherry picking data in order to support your point. As Ammar Rizvi sir pointed out, the situation is pretty similar as far as treatment of smaller stations on both sides
but even beyond that, you're forgetting the main purpose of railway station: to act as a connection point between people and trains

CR. the former has only one platform, is far away from city, has covered roof on a rather small portion of its station, while the later is on National Highway, has 3 Pf's, an ATM at entrance, covered roof etc. yet, it is the former which is more useful to the passengers as there are numerous SFE's, express, passenger train etc towwards both Mumbai and mangalore, while Pen has only 4 trains per day in given direction. High lever platforms and other amenities don't count for shit if there are no decent amount of trains serving the station.

take Gondia station, in NAG division of SECR. of the trains that connect it with its own state capital, the solitary dedicated train is operated by CR, while the rest are operated by SER, ECoR, and NFR, along with CR; SECR, in whose zone it lies, isn't arsed about providing connectivity to the people there towards their own state capital.
As I mentioned above, nobody cares about amenities, if the station isn't serving the basic function of a station, and this is where SECR fails in NAG division. they'd rather throw themselves under the gazillion freight rake they lovingly operate than to share the revenue with CR.
