The Supreme Court had recently banned automatic arrests and registration of criminal cases under the Scheduled Castes and Scheduled Tribes (Prevention of Atrocities) Act, 1989.
This has not gone down well with SCs and STs, who said this will dilute the law. Hence the protest.

It all depends on people perception and how they take it.. Cannot comment.
the actual statement is rather long.
it includes provisions on how to take action against public servant as well as private citizens when a complaint under atrocities act is filed against them.
for instance, for private citizens, if a complaint is filed against them, then before arrest the complaint must be investigated by an officer of Dy SP rank before the person could be arrested. as per activists this could lead to the weak and powerless being unable to file complaints.
