Yes that's what. The norm is to make it blue when the actual work starts. But here it has been done. So asking Moderator.

it turns blue even if significant funding is there, for once the money comes in its just a matter of time before actual e-fication happens.

No. Here ALMs argue only when CRS gives OK, ONLY then, blue will turn to Green. Or doubling will turn to doubled.
So here if work has not started how it turned to blue?

there is a human element involved, so it is difficult to say what the exact rule is.
