My train is running late by more than 5 hrs. . and i want full refund on my e-ticket booked from irctc website , how many days will authorities take to perform an action and refund my full amount and what is the procedure for that ?

In thr website they have written 90 days or more on i-ticket and will it be same for e-ticket And when should i file TDR after the schedule departure of train or actual departure ?
