What is LC and LR?
If you mean LC as Loco Change, yes, it can happen in 10 minutes.
If you mean LR as Loco Reversal, no, it can't happen in 10 minutes. In BZA a fresh loco is given, hence in 10 minutes it's possible. If the same loco has to reverse, it's a bit tough to complete in 10 minutes.
