its not same route. Its a new line project from PNP to BJO via Shamli-MOZ.
2 bridges on River Yamuna & River Ganga will have to be built.

I say Meerut- Bijnor new line, Bijnor people will be directly connected to Delhi via a shorter route. This line is the need of the hour.

there must also be a railway line from kashipur to bijnor via dhampur. so whole route will be utilized for redirecting new trains and freight traffic de congesting mainlines of bareilly-ambala and moradabad-delhi
