Keeping in view the fact that:
(1) Delhi Metro has cheapest fares among all the other cities in India,
(2) Delhi has highest percapita income i.e. on an average, Delhi resident earns more than the residents
Then how Delhi Metro is most unaffordable metro, in fact it is the most affordable one!!

Every country has its own policy In France, fares of ultra modern and high tech high speed TGV passengers are subsidised by Government whereas in India, IR want to earn huge profit from fares of ac class trains with vintage & dilapidated ICF Suvidha trains with Dilapidated coaches areand how can we compare Delhi metro with other countries metro instead of other metros of our country.
The word affordable is linked to the earning of people and in India with very low per capita Income, the basic necessities i.e. food, clothes & shelter shall consume a very high proportion of Income. That doesn't mean that India is unaffordable country to live in as compared to other countries. The report looks misleading and try to tarnish inage on Delhi Metro which is amongst of the best in the world.
