Problem is about illiteracy, awareness, lack of law and order. It is the problem of all over India no doubt contribution of Bihar is more than any other states resulting this kind of malpractices.
They like this, they think they can do anything anywhere in the world, they like to exasperate others. And this is India where government is still tutelage people not to litter or how to utilize garbage, where and how to do tatti(open defication) these are some relatively basic problems of India. aware people, poor law n order. There may be more reasons of it. Govt has to take more and more step to literate people, literacy lead to awareness and Law and order also need to improve, definitely it is the duty of people too not to support wrong thinks and do whatever is right. I wish those people who were supporting such malpractices last time would never support again.
