Well it's been complicated now. Firstly rlys had planned for 60% electrification that time suresh prabhu gave green signal for diesel loco factory. After piyush goyal wanted 100% electrification govt wanted that GE should produce only electric loco which GE refused. With elections around the corner and govt needing foreign investment it was decided let GE go ahead with factory but mostly it will be terminated after production of 200 diesel locos.
