The whole purpose of designing a train with fast acceleration and decelartion is that it can make halts and still not spend much time. If it does not use its intended feature, better send a regular train (like shatabdi rake) and still achieve the intended running time between delhi and katra. Vande bharat can be used for trains which have frequent halts but can improve the running time despite halts.
