Mangalore will not get the intrastate connectivity it needs until both Shiradi and Braganza are optimized which is in the hands of SWR.
Both SR and SWR have really not touched the tier-II cities in last 10 years in terms of serious infra developments(Only UBL and ERM are getting just one new pit line each).
Mangalore could be resolved on the lines of Goa and Varanasi, wherein SWR can takeover MAQ through Padil while SR/KR controls the ULL-MAJN-JOKT-NMPT section thereby retaining the KR/SR contiguity. SWR in the meantime gets one more CDO...

Lets forget about the division for a moment, Rest of Karnataka has least connectivity to Mangalore. This needs to be addressed first. Also in the past we have seen issues like, tickets printed in english, hindi and malayalam. Completely ignored kannada, and also railway officials were mostly from other states and localites/kannadigas were left out. To save the localites, separation of MAQ from SR raised but never addressed. Not to hurt anyone's sentiments, but under SR, karnataka's Rail infra never developed compared to other states. Such a big state and rail infra is still not the best which resulted in SWR creation. Now MAQ, is only serving Kerala and probably most revenue to pallakad division is coming from MAQ[ not sure], which may also be a reason that SR is against losing MAQ to SWR.
SR , PGT division derives most of its revenue from Mangalore port. If the port is taken away its difficult to sustain the division.
No one prevented from developing terminal stations in PGT division (Kozhikode or Kannur or even Kasaragod). But unfortunately all the trains supposed to terminate in Kerala are sent to MAQ blocking possibilities of introducing intra state trains from MAQ. If new division at MAQ is not possible due to whatever reasons, atleast attach MAQ to MYS division. Take away 2 trains running to TVC and MAS to Kannur/ Kasaragod.
