I have filed RTI with NER, Gorakhpur which is as below-

It wasn't doubled at once. I distinctly remember that GKP-GD used to be mostly single line before double line section started post GD[I am talking of around 16 years before]. It was doubled upto the Elgin bridge which was a single line section over the river. It was also whole diesel traction back then.
The complete electrification and doubling [along with station upgradation] was done somewhere around the past decade or so.

I see it had 2A and 3A then as well [it's sister train via the GD-GKP loop line has them] but 12531/2 only has CC class now. The stoppages added are at SWA and BV. The removed stoppage is at BUW. Did it go to LKO NR back then?

Perhaps, it wudnt b doubled atleast in 2006 when GKP ⇌ LJN ICE ran normal ICE (without SF tag)

It wasn't completely doubled in 2006; that I am sure of. Only some sections post GD-LJN had doubling done.
