Agreed to some extent as a mixture of steps are required to improve the profitability. I have some points that I had made in various chats.
1. Most important point is to increase the avg speed of all trains by keeping only 2 types of trains (speed wise) either passenger or SF. Hence no SF should be allowed to overtake another SF -- be it Rajdhani or Shatabdi.
There are many trains which run empty purely because they are taking same time as they used to take 20 years ago with an avg.

speed of around 50 kmph. With improvement of Road Quality and Air connectivity, many passengers have moved to alternatives. Even after so much investment in doubling, electrification and LHBfication, there is no improvement in avg. speed of trains at ground level.
2. For trains which run empty although speed is fine: TT needs to be revised based on passenger feedback.
3. Overall increase in earnings: Fare of SL and non AC categories need to be increased by 5% every year.
4. Around 50% coaches should be AC for all long distance trains.
5. Strict ticket checking in trains as I have seen many times TTE doesn't come to train at all.
6. Improvement in cleanliness of toilets. After boi toilets have been installed, have seen many trains are always stinking throughout the journey making it a painful experience. Either the concept is faulty or the maintenance is sloppy.
7. Controlling thefts/illegal hawkers in trains: The number of such instances have not decreased. Making many well to do pax prefer other modes of transport.
8. Linking the Appraisal of Railway employees including DRMs/GMs/Board Members to reduction in losses in passenger category trains. They must be given authority to introduce new trains, change the Time table, rake composition and avg. speed to attract more passengers
