Yes, IR is running in loss but it hasn't lost relevance. That loss is also due to populist measures and economical service oriented financial model adopted by socialist India of 1960s
I am in support of your point 2 and 5
But i am not agree from 3 and 4 point.
Already jyada fare wali trains vacant run ho rahi h. Duranto, rajdhani, Humsafar jaisi train flexi faree barwad ho rakhi h.

but i am not saying to cut down entire subsidy at once...this can be done gradually...
