Yes. There is a difference between Refugees and Migrants. Even Rohingyas have not been granted citizenship and are being persecuted by Myanmar because their government feels that they are not Burmese enough in spite of the fact that these people have been living there for thousands of years. According to UN, they are the world's most suppressed minority. But , why consider some groups and not the most oppressed? All I am saying that the government decision is clearly biased. That's it. Nothing more.
