Allocation of land is not always the responsibility of State government. In some states ...land can be directly procured by Railways, companies who wants to set up plants there as per current market price. State government in those cases help the companies or Railway whoever want to buy in all legal and other aquiring procedures. This depends on state to state also project to project.
But yes in some states state government aquires the land required for setting plant or for Railway projects
