Sir, please read the title. Then when you read the first paragraph, note these sentences: "As soon as it is built, the rake will be parked at the place where there is special arrangement for both electricity and water. The railway has identified the yard for this."
They will be parked in the yard, most likely the pit line. Not moved. BTW, in my opinion, no hospital has any siding so that a rake/coach of patients can be moved in. It is other way round. Remember hospital on wheels run by CR?

Although no passenger services are running, railways is running goods and parcel trains. So no parking in main lines. Not on goods and passenger platforms, too, for fear of passengers fleeing (remember patients/suspects fleeing from hospitals/homes?). Platforms will be an invitation for these quarantined people to flee. These rakes will be parked in yards as the original article mentions. For me, it is pit lines and nothing else where water is available and most likely an HOG loco will be attached to the far end.
