Although no passenger services are running, railways is running goods and parcel trains. So no parking in main lines. Not on goods and passenger platforms, too, for fear of passengers fleeing (remember patients/suspects fleeing from hospitals/homes?). Platforms will be an invitation for these quarantined people to flee. These rakes will be parked in yards as the original article mentions. For me, it is pit lines and nothing else where water is available and most likely an HOG loco will be attached to the far end.
