Its not like that. Every Loco has its own pros and cons. WAP-7 is essentially a re-geared "freight" Loco, and P5 is actually a better passenger Loco. WAP-7 dominates WAP-5 in just 0-60 kmph zone. Beyond 60 kmph, WAP-5 (or 5H) literally dominates WAP-7 in TE and acceleration. The heavy weight + Co-Co bogies of P7 make it really unsuitable for high speed operations, and really harsh on tracks.
On the contrary, P5 weighs just 78t, and it's Bo-Bo bogies are better suited for high speed passenger operations. The only demerit of P5 is the notable wheelslip issue in ghats, probably due to its lighter weight.
