All these IIT theory will be crashed once regular trains will start running again in reality. Before cancelling trains, removing stops a detailed ground reality survey is needed areawise, statewise, and also before removing stops each stops on ground to be surveyed, each train must be on ground detailed survey needed which is a long process of say 2 to 3 years that needs to be done . And around 500 trains cancelling and around removing around 10000 stops is a very big task that cannot be done sitting in AC rooms and i am Confirmed this theory will get 100% failed when regular trains will run again. IR which carries crores of passengers is not that easy if this news article is correct. Lets see what happens
