A Rajdhani train has an extra AC-3T coach attached due to demand...Now, theres waiting in AC_2 and such ticket holders, Rlys is not able to accomodate in AC-2 or AC-1 also. But somehow, some berths are vacant in AC-3 Coach, where an extra coach is attached.
Whats railways supposed to do for accommodating AC-2 W/L ticket holders:-
A. Ignore the AC-2 W/L ticket holders and carry on with vacant berths in AC-3.

Benefit in the sense if an extra coach is applied it would accomodate 3ac pax only.WL passengers of 3ac will accomodate.Also if SL class has WL then they can be fitted.

Sensible observation sir..
*Option B looks good and could be implemented with the concern of the passenger..
*The passenger's concern is absolutely required since the passenger can apply for full refund if he/she is not happy with accommodation provided in a lower class as per rules reg refunds.

C. First and foremost is railways should issue lesser number of WL tickets for 2AC as mostly augmentation is never done also mostly the bookings are genuine (so chances of reduction in WL # are less) people should also be realistic in buying a WL ticket,
Of course this is the primary step but if implemented the problems mentioned by you wont exist, Evict the problem from the root itself...

@All. Is any such thing being followed by IR - CNF seat with down-gradation as is case of upgradation???
NO.Thats why i said option A.
When you opt for HO , then only if seats are not avbl in desired class , then downgraded.But without applying HO you wont get degraded.
