One man wonder is more of an outcome of turbulent days of independence, for the constitution was deliberately written with centre having far more power than state. It made sense then, as quite a few states tried to secede from India (junagadh and Nizam initially, later Punjab and Nagaland) but things aren't that bad now, yet we still have far too much power with centre.
Problem with this is, a fair chunk of money generated inside a state is used based on how centre wants it, leading to a situation where many states like MH, KA, TN, Goa etc wind up paying far more to centre than they receive, while the hindi belt states get far more than they give. UP for

instance receives 18% of money collected by centre, over 4 times more than MH, while bihar gets 9%, almost same as MH and GJ combined get. This means lesser funds available in places where there is strain on infrastructure due to migrants (thereby giving them a steadily declining quality of services over the years) while the northern states get to fritter money over freebies, name change and other unproductive activities!
