Kaise nhi hoga. Make whole mumbai suburban jurisidction as one Division of CR. WR jurisdiction should start after mumbai suburban division area. Same thing be done with kolkata. Make kolkata + suburban as one Division of ER. No SER inside kolkata. Ek city mein do Division ka koi matlab nhi. It causes duplicity, inefficiency, lack of coordination and increased cost.
Good luck convincing zonal and divisional officers in mumbai WR to shift out of mumbai.
bYour proposition sound totally vague, Kolkata people knew important Sealdah division owing to amount of suburban trains it observe covering not less than one-third of Bengal.
Reminds me of the good old days of 9 railway zones (8 zones was even better) before Hajipurization.
