Basava starting at 1330 (40 minutes later) with more halts than KCVL express overtakes on daily basis!!.
Why can't it start by 1350-1400 and still reach by 1645 to SBC?

Check the PF occupancy in MYS from 1000 to 1500 u can get the answer. May be all the PF are full.
Suggestion:
MEMU from Bangalore can reach Mysore by 1230 and leave by 1300 (instead of 1345) to reach SBC by 1615. MYS KCVL can start by 1345 to reach SBC by 1630 and proceed further. Basava can start by 1400 to reach SBC by 1645 and proceed further.
Gains - one hour journey time reduction for KCVL. Half an hour reduction for Basava.

There is need to totally reorganisr the timings of all the trains in SBC MYS SBc section and reduce them to 2.5hrs. As slack is already added to SBC they need not have that much. By the example of Basava and KVCL swr seems to pass on time in running or stopping trains at intermediate stations then in MYS.
Something seriously gone wrong.
During diesel single track MG days, it used to take 3 to 3.15 hours to cover the distance. Now electrified double track broad gauge, it takes more than 3 hours even for a long distance train!!.
If journey time is not getting reduced, why doubling electrification etc were done?
