One can't the blame the girl for her action since she is too small to know the consequence. However, children don't just have random urges to crawl under freight trains. I assume she could have seen many locals do the same multiple times before and come out unharmed and this might have had an effect on her. I can't say about this zone in particular but in many places[especially those with single diesel tracks where freight trains may remain stranded for days], this habit is unfortunately common.

one's fault[definitely not the railways] and possibly the way forward is to ask the public to stop crossing tracks/trains for random reasons. I am sure you would have seen multiple times where folks cross the tracks instead of using FOB just to save couple of minutes.
