is there any difference between a 4K video and 1080 p played on a normal mobile device. kuch fark bujhata hai kya screen me?

Yes, there is. But to feel the difference, you should have 4k supported ultra HD display. In normal HD displays no difference felt

If your screen allows for it, then yes.
But the thing is, mobile screen is too small to see the difference properly once you go beyond 2k, plus demand on battery increases quite a lot thereby leading to it not being used much.
