When I search for BRAHMPUTRA MAIL - 14055, in 3A for 30Nov, from JPE to MGS there are 2 berths available.
But when I proceed for booking, after entering passenger details and with change in Boarding point as NJP, the status shows Availability in General Quota: WL 2/WL 2
Why is this so?

/faq/post/697 fill the form and give it to the prs counter.. To get the form click on the link..
Yes it can be done at any PRS (station having reservation facility).
Just fill the form and go to PRS counter with your id proof atleast 24 hrs before departure

the form attached in the link provided /faq/post/697 shows Chennai Division. Is it applicable at other region also?

But every PRS has forms over there for the passengers to fill you will get it at the PRS
