It is right decision to make PGT under PQ, since there are other trains to SBC/YPR via PGT and passengers from PGT have more options, which is not available for passengers between CAN-SRR.
Earlier, when PGT was under GN quota for this train, most of the berths were grabbed by passengers from SRR/PGT, denying the seats for passengers between CAN-SRR/PGT and running near empty between CAN-SRR/PGT.
