The Tweet Reply given by DHN Div DRM is Technically Correct but we need to understand the Tweet what he meant to say by his Reply.
Train# 13319 is a ECR DHN Base Rake RSA which SER and ER is using to run 13319 train. Since the Starting and Terminal station of this train is with ER ASN Div and SER RNC Divn, so DRM DHN has mention the train is operated by ER ASN Divn, because for the case of train#13319, ECR DHN has nothing to do as the source and destination stations doesn't belong to ECR. So, instead of Tweeting to ECR DHN Divn you should have Tweeted to SER RNC Divn or ER ASN Divn for a correct reply.

Yes if you quote train#13319 and Tweet to SER RNC DRM, then naturally he will refer to ER DRM ASN because train#13319 Originates from ASN Div of ER only. So, in that case also DRM RNC is technically correct.
So, before Tweeting anything some basic things needs to be understood to get a correct reply.

It's quite obvious that, train has nothing to do with ECR apart from Rake sharing with 3303/4. That's why either of SER or ER needs to operate the train. And it is operated by ER currently. Decision to start train is given by ER only
