Joshi, Minister for Road Transport and Highways is allocated the additional charge of the Ministry of Railway. The President has further directed that Shri Mukul Roy shall continue as Minister without portfolio.

Nope Minister will get many more high preferences and luxuries when compare to MP's. For example prev railway minister Lalu has announced life time train travel free for him.
