The President of India, as advised by the Prime Minister, has directed that Shri Dr. C. P. Joshi, Minister for Road Transport and Highways is allocated the additional charge of the Ministry of Railway. The President has further directed that Shri Mukul Roy shall continue as Minister without portfolio.

Mukool roy with or without portfolio wont make much difference. In any case he is not going to work.Simply he will be drawing salary.
