CAPE MS SF was having RSA with Island once upon a time. TN people hated it cause Island arrival at CAPE is always late and that delays the prestigious CAPE MS SF. Also its maintained badly cause PM is done only every 3 days. So people complaint raised a lot which eventually before they converted the rake to LHB , they cancelled the RSA and CAPE MS SF started to have RSA with Pearl City and Island stand alone rake !

It all depends upon how well the rakes are maintained by respective cdo's.. In current scenario, even seshadri's rake is maintained once in 4 days only... in other words seshadri has 4 rakes and 1 rake is maintained daily at Kakinada.. As Kakinada's maintenance is decent enough, people of ncj /SR are nt complaining..
Similarly, even if RSA is established between island and sbc ncj (extension to cape can be considered in order to eradicate lay over time and enable rake switch), the combo needs 4 rakes and 1 rake can...
