Silverline has been dropped, And the first to oppose it was the people.And I agree to your points,That we must accept the fact that Kerala hasn't got much rail infra.But SR plays a common factor in these,They won't propose new terminal and lines.Tvc is congested, But SR won't allow Nemom to be fully constructed. PGT divn fault is that it did not construct a single terminal.ERS is saturated and needs new pitlines but SR won't allow.Even Kovai needs additional terminal. I am not against TN,Infact I want both of them to grow.Lets bury the hatche shall we

In that case, KRCL will have only one division Ratnagiri.
Instead, make VSG Castlerock under RN division and attach to CR. Make MAO to MAQ under Karwar division along with MAJN HAS and attach to SWR.

Better to keep entire Goa under one division. So instead of MAO to MAQ you can have Karwar to MAQ under SWR. But can't imagine how better CR will be for Goa compared to SWR i would still prefer Goa under KR including VSG to CLR.
Yes. Karwar to MAQ can be in Karwar division along with Hassan Mangalore.
Regarding CR, definitely better than Short sighted SWR. You will get trains starting from VSG MAO to various places in north.
KR is half baked product. Good for construction and train running, but maintenance, coordination with other zones, route planning etc are doubtful. To make it a zone, 3 divisions are required., but not possible to carve out one more 600 kms from other zones. So better to merge Karwar to...

In CR, stations south of pune are neglected. CR may be a better option and can push some trains from panvel or Mumbai area to VSG. In that case all VSG based trains will run via ratnagiri. CR may not introduce trains to east of Goa and cancellation of south bound trains from Kolhapur, miraj is a good example.
