I think that common man are responsible that Kashmir Valley has still not been connected with mainland India.
On National highway, a 4 seater car needs to pay toll tax of 240 for approx. 170 km.
1.42 Rupees per KM. You will get only road for driving, fuel, driver and all other things needs to be managed additionally.
