Cases can be made for them as well as a subset of Day time intercities, but what I mean to say is to avoid too many categories and use standard rakes.

Sudhanshu Mani ne as a prototype ye rake ICF me banaya tha...us time LHB ki demand thi aur foreign se Talgo ke bhi trials chal rahe they.

atmAbhi, safety wise LHB karna first priority hai...isiliye to across India trunk routes pe trains ki top speed 110 se 130 ki ja rhi hai (which will be later upgraded to 160), some sectors like Pune-Wadi has recently got doubled, hence many trains are getting speeded up along with rake change.

Talks are going on to convert Pune-SC Shatabdi into VB rake...so slowly it has started to happen.
