Just complain on the official Railway portal. I was charged five Rs extra on cold drink at Chhapra station. Since I had nothing to do with my life that day, I went to RPF to complain that day.
It also depends a lot on station and train. At some stations, they will give at MRP and at some, they will demand a markup. I remember when they used to give for twenty even at Lucknow. Now they give for fifteen only.

At big stations it doesn't usually happen but at DLI that persons gave me Rail neer for 20 rup, I asked him to return 5rs.His reply was shocking to me, He said 5rs extra for cooling 😂
That's totally rubbish. 5rs for cooling. Its mere loot. And these people go without any penalties coz the common man is in a hurry and already burdened with other common issues of life. No one bothers to complain or take action against such malpractices. Imagine the earning they must be doing throughout the day. I am sure 1 bottle of railneer they must be getting for less than 10rs. Easily margin of 5+ rs is behind per bottle if sold at 15rs. By charging 20rs per bottle how much they must be earning in a day? That's why there is so much fight in order to get a rail vendor licence at stations.
Take the bottle without paying and ask for bill. If he doesn't give a bill, tell him that it is free if you don't give a bill. Ask him to bring the manager if he needs the payment.
Raise a complaint on railmadad portal with PNR. Immediate assistance would be given on the next station if this is a live journey.
