This is most probably for Indb-bpl-JBP only.. as IR has sent Kota VB 16 coach rake for the trials there !!
Inauguration day pe 2 Rake ki need hai as BPL-INDB, BPL-JBP saath me inaugurate hogi. Or regular run pe WR ka rake rhega naaki WCR ka.

Likely for BPL JBP for inaugural run. 16C for BPL INDB inaugural
Makes sense 2 rakes for separate inauguration. But both are expected to be run with same rake with rsa as per TT. That should be with 8C rake not 16C.
