I will vote for Yes but few things needs to be clearly addressed.

Approximately 1000 Km distance and some part hilly regions will also be there.

to be spend for this project and this is a huge amount. Railway needs to convert at-least 4000 Sleeper Class coaches will required to be replaced with 3rd AC Coaches.

I don't think that India is having a large population of poor people will be able to afford this.

Here there is no shortage of sympathizers of poor people so i don't think that this project can be in real until Railway department has to beg in front of Ministry of Finance which will again cut the funds of defense, Army etc and provide to Railway.
