Bad Effect of privatisation. These Pantry car staffs and AC attendants take money and provide seat to non-reserved passengers.
I was recently travelling in 12837 HWH-Puri Exp in 3A Economy coach. The AC attendant allowed un-reserved tickt passenger and given 1 seat in the 3 seats reserved for bed rolls in 3A Economy coach. At night TTE came for ticket checking, he suddenly saw someone sleeping in upper berth reserved for bedrolls. When TTE shouted who is there then the AC attendent started arguing with TTE at midnight. With the intervention of other passengers they stopped and TTE gone. But that passenger travelled till Puri paying some money to AC attendants.

Attendants, Pantry car staffs , OBHS staffs all are private agencies. These r looting IR.
OBHS staffs doesn't work properly in cleaning toilets, toilets are sticky sinking , smelling toilets. As per tender, they should use chemicals to clean toilets. But they never do, toilets of almost 90% trains are dirty, sticky, smelly.
Pantry car staffs corruption we all know.
