Has the permanent speed restriction always been in place at Mathura? I think I saw BPL Shatabdi flying past it but it was a long time ago.
I see. So, can in theory/test conditions, BPL Shatabdi hit 160 kmph or will the longer rake just put enough pressure on the loco to not go past 150?
Technically yes. LHB coaches( AC) were actually designed for upto 200 kmph operations. They eventually got cleared for the MPS of 160 kmph over IR, wherever permissible. WAP-5 is the only loco over IR which can attain MPS of 150 kmph & more( having BO-BO bogies*). Total load* also plays important role in defining MPS.

As far as I recall, its been very long (atleast 4-5 yrs) since Mathura is skipped slowly. Have observed myself as well as on fellow IRIans trip diaries where they mention it.
