yes sir, you are absolutely right. children of 511 years and 11 months are also charged half fare. But the TTE is well within his jurisdiction to ask for a proof of age.

As per extent railway rules:
0-upto 5 years free
5- upto 12 years Half
12 and above Full.
As explained earlier children upto 12 years are charged half ticket, but while filling in reservation...

form they are classified as 11 years. As Railways has no concept of rounding off the age.
You can travel with a child BELOW 12 at half rate. Just carry birth certificate of the child with you. No TTE / Flying Squad ever objects.
