Yes, it is a election scheme.
One possible way is to decrease Sleeper in normal trains and introduce 2-3 Amrit Bharat for that route but it would again create congestion

Normal Exp SL base fare for LTT-SHM is Rs. 720 (1944 kms) (18029 Kurla Exp for reference)
Amrit Bharat SL base fare for this same distance would be Rs. 827

Yes more of election related optics it seems. Had these been of higher frequency then it might have served some purpose. Dont think the migrant workers or other passengers ( who want to travel at lesser fare) will wait for one day of the week specifically to board this train. I dont think there will be much reduction in regular daily trains where SL and Gen have been reduced
For Vskp SC 699km base fare is 360 1.15X is 414 but fixed as 412.
