Yes this can happen but gulbarga want independent zone and they don't want themselves to include in CR,scr or swr...only thing they are demanding is independent zone.
This current move is to get WADI KLBG out of SUR and merge to SC division. As long as KLBG SUR is with CR SUR, SWR cannot get access to KLBG area.
Another advantage would be seamless single interchange at DMM will ensure a good train from Bangalore to Bidar via KLBG. Now to a kid CR, trains are run via Vikarabad.

When KLBG becomes a new division, it can have jurisdiction between Bidar to Raichur along with parts of Gadag Wadi line and parts of of Raichur Koppal line. Then, it can come under SWR.
As of now, getting KLBG out of CR is being tried. So SWR has no stake. It has to be SCR only.
