Why was 12741 rescheduled today (any idea) and left more than an hour late as the "Where is my Train" app shows, I don't know if it really left or still waiting at the station, sometimes displays wrong info when train is rescheduled.

I didn't write anything about PT btw ? Or are you asking about PT while booking then it is Premium Tatkal. An additional surcharge is charged on top of Tatkal ticket making it the costliest ticket in IR.
