So as expected the train got delayed a lot and Vasco-Patna is just 30 kms away from catching it up at this point of time. Anyways being late is not a concern for a special train. May be slots issue are there.

Yep, the special train is given very bad priority I don't know why maybe because of other normal daily trains and as well as special train from other zones too clashing on already overburdened lines might be the reason. However 12742 still given good priority commendable coverage of time by Patna-Vasco and now in KR Line almost on time. I don't see the possibility of 07310 reaching Vasco before 12 pm it will be heavily regulated for crossings or even OT in KR.
